Tax Administration Report 2025: High Performance Despite Growing Demands

State Secretary of Finance Andrea Lindlohr, Member of the State Parliament, and Chief State Tax Commissioner Dr. Bernd Kraft presented the Baden-Württemberg tax administration’s financial statements for the year 2025 today (September 11, 2026).

Key developments at a glance:

  • The tax offices processed approximately 6.8 million cases across the major tax categories, once again surpassing the 2024 figure
    Approximately 4.7 million income tax cases were processed. The average processing time was 54 days.
  •  The rate of cases processed electronically for income tax continued to rise and now stands at 16.26 percent. The ELSTER rate for the 2024 assessment period also increased, reaching 80.1 percent.
  •  Tax revenue in Baden-Württemberg rose to a total of 98 billion euros in 2025. Once again, payroll tax accounted for the largest share, at 43.2 billion euros.
  • Tax audits generated additional revenue of approximately 1.71 billion euros. Special VAT audits yielded additional revenue of approximately 245.6 million euros.
  •  Tax investigations yielded additional revenue of approximately 205.8 million euros. Financial investigators secured assets totaling approximately 178 million euros.
  • As of December 31, 2025, a total of 15,907 employees worked in the tax offices, 1,938 of whom were in training.
