Organization, Personnel and Budget Department (OPH)
In addition to the tasks for the OFD and all tax offices that give it its name, training and further training is also managed here. The training department provides further training for employees. The Freiburg and Schwäbisch-Gmünd locations are home to the training centers for trainees in the intermediate civil service. The tax offices are supported in the organizational structure and the improvement and adaptation of business processes and the introduction of new IT procedures (e.g. the fully automated processing of tax returns), including through the "Tax Office of the Future" project. The tasks also include ensuring access and occupational health and safety, occupational health management and the psychological service, as well as setting up team structures, security audits and LOK cash audits. The department is also responsible for setting up, implementing and further developing a tax compliance management system (TCMS) and supporting the state's departments in the area of public sector sales tax through the central information and training center for sales tax (ZISU).
